Well, I admit it, I'm stumped on this one. Mind telling me exactly where it was that you found this image? That could be a big help in solving this mystery. If you don't mind, may I re-post this image on another forum site? Just trying to get as much backup as possible, because now you got me obsessed with this.
The original image that started this thread appeared in an episode of Star Trek: Voyager called "Future's End". The characters time-travel to the year 1996 and pick up several media transmissions, and this is one of them.
Well, I guess that solves it.
Not quite. We still don't know whether or not the monster appeared in any additional films/television programs, but I'm hoping we can solve that case. Thanks for the information, it will certainly aid us in finding the true origin behind this image!

What we want to know is, where did the production crew find this clip to use it? I know it's some kind of movie or commercial because Star Trek has used real footage from other films before. (such as this)
That looks like some kind of modified KingGoji. What it's from, I have no clue.
fyi, the image is distorted due to it being viewed on a monitor from an angle.
Anybody else have any ideas what the source is for the Voyager-used footage?
